Family and Children's Services Request for Qualifications

The County of Santa Cruz requests qualifications for three distinct culturally sensitive services for its Family and Children's Services division:

  1. Request for Qualifications #2018HSD01 - Grievance Review Officer (GRO) services for referred California Child Abuse Central Index (CACI) appeals
  2. Request for Qualifications #2018HSD02 - Resource Family Approval Psychosocial Assessments, Structured Analysis Family Evaluation (SAFE) certified home study practitioner to conduct culturally sensitive psychosocial assessments.

County of Santa Cruz Set Aside Funding for Emerging Safety Net Services

Solicitation for Letters of Interest

Applications due by 5:00 p.m. April 10, 2017

The County of Santa Cruz is issuing this Request for Letters of Interest (LOI), due on April 10, 2017, to fund community based organizations to provide safety net services or related materials during fiscal year 2017-18. The purpose of this funding is to provide services and/or related materials that address emerging needs or otherwise unmet safety net needs. 

It is anticipated that the County will award approximately $150,000 in total to selected respondents to this LOI. All funding is contingent upon availability of annual funds. This money is “set aside” from CORE Investments which is the predominant funding stream for safety net services.  The County will consider LOI responses for the amount of $1,000 to $35,000, to provide services during fiscal year 2017-18. Non­profit organizations and educational institutions with direct or related experience in operating social services are eligible to apply. Only one application per agency may be submitted.  

Please note: The City of Santa Cruz is also soliciting applications for City Set Aside funds at this time.  The process is separate from the County’s, and a separate application is required to apply for City Set Aside funds.  Additional information is available at http://cityofsantacruz.com/city-government/council-committees/community-programs-committee.

Collective of Results and Evidence-Based (CORE) Investments

  • County of Santa Cruz and City of Santa Cruz award approvals: June 2017

The County of Santa Cruz and the City of Santa Cruz request proposals for evidence-based safety net services that will collectively impact the well-being of the community’s most vulnerable populations. Three-year contracts will be awarded for services beginning in Fiscal Year (FY) 2017-2018 and ending in FY 2019-2020.

Additional Funding

In addition to the funding outlined in the RFP, the County of Santa Cruz and the City of Santa Cruz intend to set aside a small amount of annual funding to address emerging or other needs not addressed by CORE Investments. The funds are contingent on the FY 2017-18 budgets; more information on funding is forthcoming.

The County of Santa Cruz, Human Services Department will recommend an application process for these funds to the Board of Supervisors by May, 2017 and Board approved instructions will be posted on the HSD website.
